Ülle Paap (born 3 January 1948) is an Estonian caricaturist and leather artist.
Studied at Juhan Liiv Alatskivi Secondary School, then from 1966 to 1970 at the Tartu Art School, studying art design. From 1972 to 1977, he studied leatherwork at the Estonian State Institute of Art, graduating cum laude.
His father, Albert Paap, was Albert Paap from Pallas, who, in addition to his studies, also published caricatures in newspapers under the pseudonym Jorsa for some time during his student days. This is also where Ülle Paap’s pseudonym Jorsa Noorem, under which he has published caricatures, is derived.
